Permanent residency through investment
Investment residency: the four routes, and what each one actually requires
The amount is the easy part. What decides your file is which route your plan fits and what the resolution asks of you after approval. Tell us what you intend to do and a lawyer reads it, without fee.
Art. 46
Ley N° 6984/2022: exempts an investor who proves an investment under Ley N° 4986/2013 from the prior temporary residency.
USD 70,000
The lowest minimum of the four routes, productive investment; ANEXO I of Resolución N° 0283/2026.
4 routes
Productive, real estate, financial instruments and tourism, each with its minimum and its obligation.
With investment evidenced
Article 46 exempts you from temporary residency as a prior step. The exemption applies as regulated, and Article 52 still lists the temporary card among the documents: that is the question worth asking before you commit capital.

Four routes, four minimums
Source: Res. MIC N° 0283/2026, ANEXO I, Art. 1 — the annex’s definitions article, not the resolution’s own Art. 1, which is a different provision.
Quotations below are the annex’s own Spanish; where we summarize instead, we say so in the sentence.
The minimums are set by inc. g): “Monto expresado en dólares americanos o su equivalente en guaraníes, calculado al tipo de cambio oficial vigente al momento de la solicitud.”
The rate that counts is the official rate on the day of the application, not the day you transfer.
So an investment funded in guaraníes can fall below its threshold if the guaraní weakens in between, and the text sets no tolerance band.
Investments may be under way or already completed (inc. h)), provided the economic commitment is documented.

Ask us about your caseRes. 0283/2026 · ANEXO I, Art. 1, inc. c)
Productive
ANEXO I, Art. 1, inc. c) requires the investment to be “ejecutadas conforme a un plan de negocios previamente aprobado y que impliquen la generación de cinco (05) empleos formales como mínimo”.
Previously approved, not merely submitted: Art. 2 of the resolution proper charges SUACE, the single-window company registry, with evaluating the plan and issuing an informe técnico.
ANEXO I, Art. 3 sets the plan’s minimum contents. “Empleo formal” is defined at inc. j) as one complying with current labor law.
Res. 0283/2026 · ANEXO I, Art. 1, inc. e) · Art. 6
Real estate
Capital placed in real property or in legally recognized real rights, to generate economic benefit through rent, appreciation or productive exploitation — ANEXO I, Art. 1, inc. e).
Purchases for exclusively personal or family use are excluded.
That is our summary of ANEXO I, Art. 1, inc. e), whose closing sentence reads: “Esta inversión no incluye las adquisiciones para uso exclusivamente personal o familiar.”
Art. 6 states: “No se requerirá la presentación de un plan de negocios, ni la generación de empleos formales.” An Escribano Público is the Paraguayan public officer who draws up deeds and certifies signatures.
Art. 6 §6.1 sets a floor on one evidence route only, the private sale contract with signatures certified before one: “El valor de inversión abonado debe corresponder al menos el 30% del monto declarado como inversión total.”
Where it is proved instead by a registered escritura pública traslativa de dominio, §6.1 a), the resolution states no floor at all.
Res. 0283/2026 · ANEXO I, Art. 1, inc. d) · Art. 5
Financial instruments
ANEXO I, Art. 1, inc. d): “inversiones relevantes de carácter financiero, orientadas al aporte de capital al país … demostrables, con la obligación de informar anualmente.”
This is the one route the annex burdens after approval, and it does so twice: a two-year holding period and a continuing annual reporting duty.
ANEXO I, Art. 5 requires the proving documents to be no older than 180 días corridos from the day the application is filed. Neither a business plan nor formal jobs are required (ANEXO I, Art. 5).
Res. 0283/2026 · ANEXO I, Art. 1, inc. f)
Tourism
The plan’s minimum contents are set by ANEXO I, Art. 4. The monthly “seguimiento y control” in Art. 5, inc. a) of the resolution proper is a duty on SUACE, and it covers all four routes.
What you will be asked to prove
Artículo 52 lists the documents for permanent residency.
Point 9 is the investor limb: “constancia de constitución de la empresa o documentos que acrediten fehacientemente la inversión dentro del país, o depósito bancario de la suma…”.
Point 2 of the same list is the “Carnet de Residencia Temporal”. How the Artículo 46 exemption meets that requirement is set by the regulation rather than by the statute.
That is the question to ask before you commit capital, and the one we will answer against the text rather than against a summary.
The instrument issued under the 2026 resolution is a Constancia de Inversionista Extranjero. It is a constancia, not a certificate, and the distinction matters when a bank or a registry asks for it by name.
The documents the resolution asks for
- Electronic application formCarries the character of a sworn declaration
- Identity document
- Record of entry into the country
- Criminal or police recordLegalized or apostilled
- INTERPOL Paraguay certificate
- Sworn declaration of the origin of funds
If you lived outside your country of origin in the last three years The record from that country is added, together with a document proving the residence.
What makes a document acceptable
A business plan and proof of economic solvency belong to the productive and tourism routes (ANEXO I, Art. 3 and Art. 4).
The financial-instrument and real-estate routes need documents evidencing the investment, no older than 180 días corridos from the day the application is filed (ANEXO I, Art. 5 and Art. 6).
Documents issued outside Paraguay must be legalized or apostilled (ANEXO I, Art. 7).
Legalization runs through the Paraguayan consulate in the country of origin and then the Ministerio de Relaciones Exteriores; the apostille is issued by the designated authority in the country the document comes from.
Anything in a foreign language is translated into Spanish by a traductor público matriculado — a translator enrolled to practice in Paraguay — or by a foreign one authorized by the competent authority where they practice (ANEXO I, Art. 7).
The translated version must itself be apostilled or legalized. Documents in Portuguese issued by Brazil are exempt from translation.
Before you gather anything
Know which of your documents count, before you pay for one.
Send us the list of what you already hold. A lawyer tells you which are accepted as they are, which need an apostille or a translation, and which are missing. You gather each document once, in the right order.
- In the financial-instrument and real-estate routes, evidence older than 180 días corridos on the day of the application no longer counts (ANEXO I, Arts. 5 and 6).
- Legalization has an order: the Paraguayan consulate in the country of origin, then the Ministerio de Relaciones Exteriores, the foreign ministry (ANEXO I, Art. 7).
- The translated version must itself be apostilled or legalized (ANEXO I, Art. 7).

How we work your file
Four movements. Each one says what we do and what we need from you, so you know where your part is from the start.
We read your investment against the four routes
We
We compare what you intend to do with the conditions of each route before you commit to one, and we tell you if it fits none of them.
You bring
A description of the intended investment: amount, form and timing.
No legal clock: it is a reading of your plan, and it ends when your plan has a route.
We constitute the company through SUACE where the company is the vehicle
We
We prepare and file the incorporation at the one-stop window, with the business plan where the route requires one.
You bring
Your identity documents and the corporate information only you hold.
The SUACE’s clock: from receiving the file to issuing its certificate.
We assemble the evidence in the form the authorities accept
We
We order each document with its legalization, its apostille and its translation, and we check the validity windows before filing.
You bring
The source documents. We tell you exactly which, and guide you through each one.
In your hands and in those of each document’s issuer; no text we hold sets a deadline.
We present it all as one matter
We
We file the corporate and the migration records together, so that the two cannot contradict each other.
You bring
Your availability for the signatures that need you present or a power of attorney.
The DNM’s clock: no text we hold sets a deadline for its decision.
We tell you plainly where the published sources stop and the regulation takes over, rather than presenting a summary as settled law.
Know whether your plan fits a route before it costs you a filing.
Have us check your planWhat the texts do not say
Four things you will be told about this residency, and what the texts say about each. We checked every one against the original, with its article, so you commit capital against the law and not against a rumor.
What you are told
A fixed deposit amount
What the text says
The law fixes no deposit amount
Article 52, point 9 mentions a “depósito bancario de la suma”, a bank deposit of the sum, and no sum is named anywhere in the 109 articles. The figures in circulation come neither from this law nor from the previous one, repealed in 2022: they come from that law’s regulation, which we do not publish here because we have not yet read it.
Not in the textLey N° 6984/2022, Art. 52, point 9What you are told
Proof of solvencia
What the text says
The word “solvencia” does not appear in the law
It was a requirement of Ley N° 978/1996, repealed entire by Article 107 and never re-enacted. What the authority asks for today enters through Article 52, point 10, “los demás requisitos fijados por la presente Ley y sus reglamentaciones”, the other requirements fixed by this Law and its regulations. That is why “the law removed it” and “you will be asked for it” are both true.
Repealed in 2022Art. 107; Art. 52, point 10What you are told
Three years away and the status is gone
What the text says
The law contradicts itself on absence from the country
Article 54 says a permanent resident loses that status after more than three years of unjustified absence; Article 55 treats the same fact as a discretionary ground for cancellation. Which governs decides whether you have already lost the status or merely risk it. We do not resolve it on this page because the text does not resolve it.
The text contradicts itselfArt. 54 and Art. 55What you are told
Art. 1 fixes the minimums
What the text says
In Resolución N° 0283/2026, “Art. 1” is ambiguous
Its ANNEX restarts the numbering, so there is an Article 1 of the resolution and another of the annex. They do not say the same thing. A citation without its coordinate cannot be checked. That is why every amount on this page carries “ANEXO I, Art. 1” and its sub-paragraph.

Ask what yours would beWho decides
Ministerio de Industria y Comercio
Assesses the investment.
Dirección Nacional de Migraciones
Decides the residency, at its discretion.
Neither decision is ours, and anyone who tells you otherwise is not describing Paraguayan law. We prepare a complete, correctly documented file and tell you honestly what your chances are before you begin. We promise no outcome, because it is not ours to promise.
Five working days
SUACE issues the constancia from receipt of the file; Res. MIC N° 0283/2026, RESUELVE, Art. 4.
Deadline suspended
An observation, a request for further information or a requirement to correct stops the clock until what was asked for is met in full.
The clock above is RESUELVE Art. 4’s, and its second sentence is the one that decides how long this actually takes: an observation suspends it until what was asked for is met in full.
Art. 3 also allows the constancia to be refused outright where the application does not meet the requirements or the mandatory documents are not attached.
Why us
Five things you can check before you write to us.
Built by a French expat and a Paraguayan lawyer
One of us made the move you are considering. The other is your Paraguayan lawyer, matriculated before the Corte Suprema, and an escribano público signs where the law requires one.
You can hold us to every line.
No residency application your lawyer has filed has been refused
No track record assures a future application, which depends on authorities outside our control. What we control is the file, and it is complete before it is presented.
Nothing is committed until you approve the quote
The first conversation is free. It ends with one figure, in writing, with everything included.
We rule out a route that will not serve you before you spend on it
We would rather lose a file than present one knowing it does not meet the conditions.
Every legal statement on this page resolves to its article
You can check each one against the original text. We are not asking you to take our word.
Questions worth asking first
Six answers, each with the text it comes from. Where the text does not answer, we say so.
Do I have to go through temporary residency first?
Article 46 exempts anyone who can properly evidence investment under Ley N° 4986/2013 from that step. The exemption runs on the terms the regulation sets, while Article 52, never amended, still lists that card. So we treat it as the first question to settle in your case, not as a settled fact.
Do I have to deposit a sum in a bank?
The law fixes no amount. Article 52, point 9 mentions a bank deposit as one of three alternatives: the company’s registered constitution, documents evidencing the investment, or the deposit. No figure is named anywhere in the law’s 109 articles. The amounts in circulation do not come from this law.
How long does it take?
SUACE issues the constancia within no more than five working days of receiving the file. Any observation stops that clock until you have answered it in full. A file that draws no observation is the only one that runs in five days.
Do I have to live in Paraguay?
The law fixes no minimum stay and requires no number of entries per year. What it does fix are grounds: unjustified absence of more than three consecutive years for a permanent resident, or more than one year for a temporary one. Articles 54 and 55 treat that same fact differently — automatic loss in one, discretionary cancellation in the other — and we do not resolve it here because the text does not.
Which of the four routes suits me?
It depends less on the amount than on the obligations. Two routes share the same minimum and are different mandates. Real estate requires no business plan, no jobs, no holding period and no reporting. Financial instruments requires holding the investment for two years and reporting annually. The comparison on this page shows all four with their conditions.
Can my family come through this route?
The texts we hold do not settle it. Article 48 gives direct access to the family of a repatriated national, which is a different case, and Resolución N° 0283/2026 provides nothing about an investor’s dependants. We would rather tell you that question is open and find out for your case before you commit capital than give you an answer we cannot stand behind.
What the law says, and what it does not
Ley N° 6984/2022, Artículo 46 exempts foreigners who can prove investment under Ley N° 4986/2013 from temporary residency as a prior step to permanent residency.
What the article does not do is say how that works in practice: it states the exemption “será reglamentada por la autoridad de aplicación”, and Resolución N° 0283/2026 is that regulation.
“Quedan exceptuados del cumplimiento de la residencia temporal como trámite previo a la obtención de la residencia permanente, aquellos extranjeros que puedan demostrar fehacientemente la realización de inversiones en la República del Paraguay, conforme a la Ley N° 4986/2013.”
Artículo 46 sets temporary residency at up to two years and makes it a prior requirement for permanent residency.
It then exempts foreigners who can reliably prove an investment in Paraguay under Ley N° 4986/2013: “aquellos extranjeros que puedan demostrar fehacientemente la realización de inversiones en la República del Paraguay, conforme a la Ley Nº 4986/2013”.
That is the law which created SUACE, the single-window company registry. Two things follow that most summaries of this route leave out.
Artículo 52, which lists the documents for permanent residency, still names “Carnet de Residencia Temporal” at point 2; Artículo 46 does not strike it, it defers to the regulation.
And where the same law does mean immediate access it says so — Artículo 48 grants repatriated nationals’ families access “directamente”, directly.
That word is absent from Artículo 46. Anyone telling you the statute by itself lets an investor file directly has not read Artículo 52.

The four minimums and every condition attached to one are in ANEXO I, Art. 1, incs. c)–g).
